Project Description Continuing to support 2iE with an English Language Fellow will support post MPP goals of Economic Development (open markets) and Mutual Understanding. U.S. support for Burkina Faso’s agricultural development sector, particularly through sharing of new technologies has been a central mission goal. A strong and sustainable English program at 2iE will definitely support this effort. In addition, improved English ability on both the part of the students and the faculty at this key scientific and training institution will support post goals of Mutual Understanding by placing 2iE in a position to work successfully with American partners, namely educational and research institutions.
About the Host Institution 2iE, formerly known as Groupe des Ecoles EIER-ETSHER (GEE), is now known as the International Institute for Water and Environmental Engineering. It is an inter-state institute of higher learning and research in the fields of water, energy, environment, and public works. It is the pre-eminent agricultural science and training institution in Burkina Faso, a very poor and relatively arid agricultural country. Based in Ouagadougou with campuses at the University of Ouagadougou and also 15 km out of town in Kamboinse, 2iE offers higher multivalent professional training for the social/economic needs of the 14 member states of Western and Central Africa, which founded the school. These member states are also represented on the Council of Ministers and the Board of Governors. In January 2005, the Council of Directors and the Board of Governors of the GEE signed a five-year strategic orientation plan which emphasizes the opening of 2iE to other than Francophone African countries. This strategy opens 2iE to new non-French speaking member states, the recruitment of English speaking teachers and students, and partnerships with US-based learning institutions. In 2006, 2iE became the first Center of Excellence of the African Institute of Science and Technology initiative. Continued support of 2iE's institutional capacity building is a priority for post. Today 2iE offers License/Bachelor and Engineering curricula and is progressively adapting to the international Bachelor, Master, and PhD system. 2iE's main objective is to contribute actively to the economic development of sub-Saharan Africa through human capacity building and dissemination of knowledge. Currently, 2iE welcomes more than 4400 students, and has 40 permanent academic researchers and about 15 visiting scholars. 2iE has inaugurated numerous changes in the last 2 years, including adopting the Bachelors, Masters, Doctorate system. They have also shown significant institutional commitment and will to move toward recruiting Anglophone countries into their membership and also toward implementing effective bilingual (French-English) instruction in their content courses.
